Splatter and scatter paint around the hat and allow it to dry. Next, wrap a garland or ribbon around the hat brim and glue the ends together. You can also use Mardi Gras beads to add a fun and unexpected touch to your hat. Add multiple layers of ribbons for a multi-dimensional look. Secure a 6" wire to the ribbon and create swirls that spring up from the brim. Glue gems and other inexpensive embellishments to the wire.
