I tried this but all my containers developed a white mildew around the outside and the seedlings died. Would like to know what I did wrong as this certainly is a good way to use up those empty rolls.

I've been doing this for several years and this cheap method works well. Also, I cut bottoms off plastic milk jugs (about 2 " tall) and place my filled toilet paper planters in them. I mark the seed name on the plastic container. It's easier to move these smaller containers. I place the plastic container on a heating pad to coax the seed to germinate quicker.
