What does Rep last 8 rows twice more (Iget this) but, what does "then 1st to 4th rows once mean"?

I have knitted this hat dozens of times now. It depends on the chunky wool regarding your tension but I've never versed much by knitting needles. Either 6 or 6.5mm

Although I didn't use the recommended wool I checked my tension beforehand so was surprised when the hat came out HUGE! On my second attempt I reduced the number of stitches cast on to 58 and knitted on uk 5.5mm needles, then increased to 74 stitches on 6mm needles. I repeated the 8 rows of pattern 5 times, mKing the hat more "slouchy" and the result was just what my daughter wanted.
