The pattern is quite vague, it's 4 lines long and that includes the materials list, which takes two of the lines. Presumably, it's joined in the round and garter stitch for 10". I suppose the way it's written you could knit flat and sew the ends together too. I'm going to try it both ways and see what I like better.
