You can braid 3 or more pieces of twisted paper together to make a headband. Then join the two ends with about 5 inches of half- or three-quarter-inch elastic. When you sew the elastic onto each end of the braided paper, it simultaneously joins the elastic and holds the braided strips in place. However, if you are worried that the paper braid might come loose, just add a dollop of glue to each end of the braided section. I also have a summer hat crocheted from twisted paper. It's quite pretty and surprisingly durable.
