I'm currently knitting the Toque & finished row 10...but I'm confused now! Do I also knit rows 11 & 12 of the panel pattern? Help? Thanks

I would like to know why color B is not joined in the 1st row at "knit to end of row". On row two shouldn't the beginning [P2. (MK) 16(19) times] use color B? Also have same question as above: After row 10 are rows 11 & 12 completed over the two cable panels? How are the panels using A & B completed?
